PUBLIC OFFER (USER AGREEMENT)

State Electronic Portal for Ticket Sales GovTicket

This User Agreement and Public Offer (hereinafter - the "Agreement") governs the relationship between the Operator of the State Electronic Portal for Ticket Sales GovTicket (hereinafter - the "Portal") and the user of the Portal (hereinafter - the "User").

1. Definitions

1.1. Operator - a state institution ensuring the operation and technical support of the Portal, including the seat selection, booking, ordering and electronic ticket sales services. The Operator is not an Event Organizer, does not set ticket prices or return conditions, and does not receive funds from ticket sales.

1.2. Website - the Portal's official web resource: ticket.gov.kg.

1.3. User - an individual using the Portal's functionality, including one registered on the Website or purchasing a ticket through the Sales Department.

1.4. Event - a concert, performance, sports competition or other cultural or entertainment event listed on the Portal.

1.5. Order - a set of tickets selected by the User and combined under a single identification number.

1.6. Booking - a temporary reservation of selected seats for a period set by the Portal. If not paid for within that period, the booking is automatically cancelled.

1.7. Service Fee - a fee for the Portal's services, where charged under the terms of a specific Event. The fee amount is shown before the Order is confirmed.

1.8. Electronic Ticket - an electronic document confirming the purchase of a ticket and the right to attend the Event, subject to the established conditions.

1.9. Organizer - the person responsible for holding the Event, setting ticket prices, and the conditions of attendance and return.

1.10. Payment Gateway - the payment infrastructure through which payments and refunds are made.

2. General Provisions

2.1. The Portal enables the User to view information about Events, select seats, place and pay for Orders, and receive electronic tickets.

2.2. The User accepts the terms of the Agreement upon registration, placing an Order, purchasing a ticket, or using the relevant functionality of the Portal.

2.3. The Operator may amend the Agreement. The new version takes effect upon publication on the Website and does not apply to Orders placed earlier, unless otherwise provided by law.

3. Ordering and Payment Procedure

3.1. A ticket is purchased in the following sequence: selecting the Event → selecting a seat → visitor identification (if required) → payment → generation of the electronic ticket.

3.2. For certain Events, the Organizer or an authorized state body may require mandatory visitor identification before payment for the ticket. In such cases, the User must provide the information required by the Event's terms, including the visitor's PIN, full name and photograph.

3.3. Whether identification is required and the list of data required are indicated on the relevant Event's page. For Events where such identification is not required, providing a PIN and photograph is not required.

3.4. Payment is made through the connected payment gateway. Available payment methods and the total cost of the Order are displayed before payment is confirmed.

3.5. The Operator does not receive funds for the tickets sold. Monetary settlements are made through the payment infrastructure in accordance with the established settlement scheme.

3.6. Once payment is confirmed as successful, the System generates an electronic ticket with a unique identifier and QR code, unless otherwise provided by the Event's terms. The ticket is made available in the Personal Account and/or sent to the User's email.

4. Visitor Identification

4.1. For certain Events, mandatory verification of the visitor's identity may be required before a ticket is purchased.

4.2. Depending on the Event's requirements, the User provides the PIN, full name and photograph of each visitor.

4.3. The data provided is used to identify the visitor, process the ticket and grant access to the Event, and may be transferred to the Organizer and the access control system operator to the extent necessary.

4.4. The Operator provides the technical means for collecting and transferring data and takes the necessary measures to protect it. The Operator does not determine whether identification is required or the list of data required.

4.5. The User is responsible for the accuracy of the data provided and for having a lawful basis for providing the data of other persons.

5. Rights and Obligations of the Parties

5.1. The Operator is obliged to:

  • ensure the Portal's operability
  • provide the technical means for selecting, booking and ordering tickets
  • ensure electronic tickets are generated once payment is confirmed
  • ensure technical interaction with the payment infrastructure

5.2. The Operator has the right to:

  • cancel a booking once the payment period has expired
  • temporarily restrict access to the Portal in case of a breach of the Agreement
  • carry out technical works

5.3. The User is obliged to:

  • provide accurate data
  • pay for the Order in a timely manner
  • keep the electronic ticket and access data secure
  • comply with the terms of the Agreement and the rules of the relevant Event

5.4. The Organizer is responsible for holding the Event, postponing or cancelling it, ticket prices, and the conditions of attendance and return it establishes.

6. Refunds

6.1. The conditions, procedure and timing of refunds are determined by the rules of the specific Event set by the Organizer, unless otherwise provided by the legislation of the Kyrgyz Republic.

6.2. If the refund is made directly by the Organizer, the User must contact the Organizer. Contact details are indicated on the Event's page.

6.3. Where a refund is made through the Portal, the User shall send a request to ticket-support@gukyzmat.gov.kg, indicating their full name, the Order number, and the reason for the refund.

6.4. A refund is not made if the electronic ticket has been used to attend the Event, has been cancelled, has already been refunded, or if there are other grounds preventing confirmation of its validity or of the fact of payment.

6.5. If an Event is fully cancelled at the initiative or through the fault of the Organizer, unless otherwise established by law or the Event's terms, the User is refunded 100% of the ticket's face value. The refund is made within 10 business days to the same payment instrument used to make the payment.

6.6. Claims are accepted within 30 calendar days from the date the relevant circumstances arose. The review period is up to 10 business days.

7. Liability

7.1. The parties are liable in accordance with the legislation of the Kyrgyz Republic.

7.2. The Operator is responsible for the technical operability of the Portal within its area of responsibility.

7.3. The Operator is not responsible for holding, postponing or cancelling an Event, its content, ticket prices, or return conditions.

7.4. The Operator is not liable for failures caused by the operation of communication networks, payment systems, third-party equipment, or other circumstances beyond its control, nor for the consequences of the User providing inaccurate data.

8. Personal Data

8.1. Personal data is processed in accordance with the legislation of the Kyrgyz Republic.

8.2. Depending on the functionality used, the data processed may include full name, PIN or identity document details, phone number, email address, photograph, Order details and technical data.

8.3. Personal data is used to register and identify the User, process tickets, grant access to Events, send notifications, and comply with legal requirements.

8.4. Data may be transferred to the Organizer, the access control system operator, payment organizations, and authorized state bodies in the cases and to the extent provided by law.

8.5. The Operator takes the necessary organizational and technical measures to protect personal data.

8.6. Payment data is processed by the payment infrastructure and is not stored by the Operator in full, unless otherwise provided by the payment infrastructure used.

9. Other Terms

9.1. The invalidity of a particular provision does not entail the invalidity of the Agreement as a whole.

9.2. Disputes are resolved in accordance with the legislation of the Kyrgyz Republic.

Registration, placing an Order, purchasing a ticket, or using the relevant functionality of the Portal means that the User has read this Agreement and accepts its terms.
